RESERVE News
October 2007
Just a few reminders and clarifications
MECP Mike Flores recently sent out an e-line that included a
negotiations update. In the deadhead paragraph he explains that
the Reserve system has not been negotiated yet.
DEADHEAD
A Tentative Agreement was reached between the two parties on
Deadhead- but not without a lot of paper being passed back and
forth. The T/A restores pay for DH to 100% Pay/Credit for East
Flight Attendants. The East negotiating committee realizes that
taken on its own, the 100% Pay/Credit for DH would seem to harm
Reserves who currently receive 50% DH pay above the Reserve
Guarantee. Absent a change to the Reserve system that would be
true, but it is important for East Reserves to know that the
Reserve system has not been negotiated yet. The JNC will not
agree to a Reserve system that does not allow Reserves to earn a
living without suffering a degradation to their lifestyle (i.e.
having to work days off to make a living or relying on DH pay
above guarantee).
It is also important to know the goal of the negotiating
committee is to improve every section of the current East
agreement. By securing DH pay at 100% Pay/Credit we have taken
another step toward fulfilling that goal.
Reserve Section Negotiations
I want to stress that myself, the local Reserve chairs, and
Committee members will be very involved when "our" section of
negotiations is reached. We have been compiling information for
months and continue to do so in order to have reserve issues
understood and addressed by the Negotiating Committee.
LINEHOLDER TO RESERVE TRANSITION
The Union filed a grievance over the Company's position that a
Line holder transitioning to Reserve would not be allowed to
maximize her/his Company time in the month the flight Attendant
was a Line holder if it created a 24/7 conflict in the next
(Reserve) month. The Company agreed with the Union's position
that a Line holder could never be precluded from maximizing
her/his Company time during the month the Flight Attendant was a
Line holder. Any potential conflicts created by such action
would be resolved by the assignment of an NFL day in the Reserve
month.
This settlement applies to a Line holder maximizing Company
time. Line holders who are transitioning to Reserve are not
allowed to create a 24/7 conflict via use of the Electronic
Trade board (ETB) unless the ETB trip was awarded prior to the
Reserve Line award. Once the Reserve lines have been awarded a
Line holder transitioning to Reserve will not be awarded an ETB
trip if it creates a 24/7 conflict at transition.
Common OPR Question
Scenario: OPR A.M. shifts
in CLT have four Reserves from 06:00 - 10:00 and four Reserves
from 08:00 - 12:00. By 08:00 when the second OPR shift comes on
duty there is only one Reserve sitting OPR left from the earlier
shift.
Question: I have been sitting OPR since 06:00 and I am
"junior" to one of the Reserve in the 08:00 to 12:00 shift. A
trip came open at 08:30; therefore, do I have priority to such
trip assignment because I am from the earlier shift?
Answer: No, you do not have priority to
such trip assignment because you have been there longer. The
offering of trips amongst all OPR’s is seniority based. The
Contract states the following: All pairings will be offered on
the basis of domicile seniority among the OPR’s. Offered
pairings may be passed down to the next most senior reserve on
OPR. Once such pairing is passed by all OPR’s, it will then be
assigned in inverse order of seniority to the most junior OPR
who is available for the entire pairing.
