Dear Members,

November 2009 Primary Lines: The Manager-Flight Attendant Scheduling, John Petronzi set the maximums in ALL bases at 90 hrs of Company time.  The blocking objective was 75-90 hrs. The pilot lines are constructed by aircraft type therefore some lines were below 75. Additionally, AFA wanted to make as many “flight attendant only lines” as possible so the minimum for those lines was set at 70.

Lines Less 75: Flight attendants awarded a line for less than 75:00 can come in with such value or use the AIL.  Additionally, the affected flight attendants could SAP upward to 90 hrs of Company time (including vacation time) to increase his/her flying time for the month.  However, when SAP is utilized the increased post SAP line value would be his/her new obligation including vacation time.

SAP: Group 1 (PHL and BOS) opens September 24th at 1800 and closes September 30th 1800.  Group 2 (CLT, DCA LGA) opens September 24th at 1800 and closes October 1st at 1800.  The SAP non-high option window is MAX of 90 and MIN of 60.  The SAP window has been expanded to allow for the oddity of the extra blocking window.

SAP Thanksgiving-November 26th is a Protected Holiday. You may utilize SAP to drop pairings which touch a Protected Holiday such as the Thanksgiving. However, such drop is based on a percentage related to the “Open Positions” touching the Protected Holidays resulting from all known drops prior to SAP opening. If those “Open Positions” are under 15% a drop that touches a protected holiday may occur.  The following list was compiled to give you an idea of the “Open Positions” percentages directly related to the Thanksgiving of 2008. In all bases, the holiday drop process relied on other f/as wanting to ADD a holiday trip via a chain link.  For Reference only 2008 Thanksgiving Stats: CLT - Start: 41.46% End: 39.43%, BOS – Start: 17.78%:   End: 17.78%,  DCA- Start:  24.17% End: 23.33%, PHL - Start: 49.12% End: 44.91%, LGA - Start:  18.75%    End: 16.67%

Secondary Lines: The blocking window is 70 to 90. The minimum has been lower to 70 hours to help create more lines.  The Secondary lines will open October 7th at 1800 and close October 12th at 1800.  Any Secondary lineholder that wishes more Company time (to a max of 90) may use the Secondary Line Augmentation process which opens on October 14th  and closes October 22nd or he/she may use the AIL.

Reserves: The maximum for the bid month will be 90 hrs; therefore, a reserve may call out of time at 85:01.

November IT Lines with Line Lead-in Pairings – PHL and CLT:  Look at CLT 33F Line 5012 (FRA) pairing 12002 carries-over from October into November.  Such pairing is owned by the originating crew in the October; however, duty period 2 of pairing 12002 is also placed in November’s line 5012 as “artificial time” to create a legal line. Line 5012 has a published value of 78+40 but when the “artificial block time” of 10+00 (dp2 of 12002) is subtracted the recalculated value of the line will be 68+40.

The flight attendants that are awarded this line may come in with the published time less the “artificial block time”.   In this example, the recalculated value of 68+40 will be entered as an adjusted obligation in CATS.  Or, the affected flight attendants could SAP upward to 90 hrs of Company time (including vacation time) to increase his/her flying time.  Any time SAP is utilized the increased post SAP line value would be his/her new obligation for November.  Additionally, the AIL may be used to increase the flying time up to a maximum 90 hrs of Company.  However, in the case of using the AIL this action increases your flying time (projection) but does not adjusted the obligation of 68+40. Whenever a line lead-in is utilized to bring up the value of a line the provisions on page 9-28 line 24 of the CBA applies.  Use the above methodology to determine the new obligation for any block in PHL or CLT with a line lead-in trip.

Weekend Touch – Line Lead-in Pairings: Further, whenever a line lead-in (artificial block time) spans a Saturday or/and Sunday such affected flight attendants are NOT required to “touch” for a restricted weekend.

KEEP IN MIND: Trip Swaps between Flight Attendants: If a flight attendant uses Crew Scheduling to work a trip swap neither flight attendant's obligation will be changed like it is when the ETB is utilized. Example of Jet Way Trade: Jane and Audrey both have post-SAP lines worth 80+00, if Jane swaps her 20 hour trip with Audrey for her 5 hour day trip, neither Jane nor Audrey's obligation will change as a result of the transaction. As a result of the trade through Crew Scheduling, Jane is projected at 65 hours of Company time; therefore, if she has no other swapping activity she must upward project herself via the AI/L to get back to at least 80+00. On the other hand, Audrey is projected at 95+00, which is over the maximum of 90+00 of Company time for the month; therefore she must downward project herself via the AI/L by the end of the bid period to 90 hours.
