Dear Bruce Ashby:
Enclosed please find our proposal for an amended collective bargaining agreement between the Association of Flight Attendants, AFL-CIO (AFA-CWA) and US Airways, Inc., regarding the terms and condition of employment of US Airways, Inc.'s Flight Attendants (the May 1, 2000 Flight Attendant Agreement, as amended").
In the attached proposal (AFA Proposal
can be found in it's entirety HERE), we have addressed the following issues raised by the Company in your recent 1113 (c) proposal:
- Amendable date of 12/31/09
- Pre-65 Retiree Medical and Dental
- Age 65 and Post-65 Retiree Medical and Dental
- Defined Benefit Plan/Defined Contribution Plan
- Long Term Disability Waiting Period and TPA
- Suspension of Change in Control
- Suspension of Minimum Aircraft
- Suspension of Partial Transaction Protection
- Revisions to Hourly Pay Rates, including freezing current base pay rates, deferring contractually mandated pay raises, deferring contractually mandated lump sums, creating new hourly pay rates for new hires and recalled involuntary furloughees, deadhead pay and credit.
- Revisions to Premium Pay including senior pay, aft lead pay, night pay, NTI Intermational Premium, Training Pay, Jury Duty Pay, Reserve Override, Longevity Pay and Premiums for Paid Time Off
- Elimination of all high- and low-time options
- Variable monthly pay cap
- Monthly flex cap
- Changing the days of the month
- Restriction of the AIL
- Reserve Bucket System and Reserve Day begins at 0000 like ALPA
- "Back of the Clock"
- Split trips
- 30 in 7/35 in 7
- No minimum Open Time percentage at the start of the month
- Elimination of the ITD Fence
- Extension of International Duty Day to permit 14 hours scheduled to16 actual; 16 scheduled to 18 actual
- Ability to mix Shuttle and mainline flying
- Update CRAF Letter
- Vacation Daily Rate reduced, vacation accrual reduced, no premiums on vacation (A, B, E, LOD/O, CRAF, and Int'l.
- Sick Leave Current and Reserve Sick Banks; no accrual in month calling in sick; reduce occurrences for doctor's statement, eliminate rapid re-accrual
- Suspend Domestic Crew meals and Uniform Cleaning Allowance
- Amend long layover hotels (14 to 16)
AFA remains troubled by statements made by Company counsel and witnesses in the course of the recent 1113(e) hearing that indicated the Company's intent to terminate the Defined Benefit Plan. The Defined Benefit plan is mandated by our Agreement and is part of our compensation. Should the Company proceed to terminate the plan it would result in significant cost savings to the Company which must be passed along to the flight attendants.
It is our belief that this proposal meets the goals set out by the Company in the Transformation Plan.
