Dear Members,

December 2009 Primary Lines: The Director of Crew Scheduling, John Petronzi set the maximums in all bases at 90 hrs of Company time. The blocking objective was a flight attendant window of 75-90 hrs. The way the pilot lines are built, separately constructed by aircraft type some lines were built below the minimum of 75. As a result of this method some flight attendant core lines are below the 75 -90 window. Additionally, flight attendant only lines were all built with a minimum of 70 hours to enable the building of more lines. Such lines were approved by AFA.

Lines Less 75: Flight attendants awarded a line for less than 75:00 can come in with such value. Or, those affected could SAP upward to 90 hrs of Company time (including vacation time) to increase flying time. When SAP is utilized the increased post SAP line value would be the new obligation including vacation time.

December SAP: Group 1 (PHL, and BOS) opens October 24th at 1800 and closes October 30th at 1800. Group 2 (CLT, DCA, and LGA) opens October 24th at 1800 and closes October 31st at 1800. The SAP non-high option window is MAX of 90 and MIN of 60. The SAP window has been expanded to allow for the oddity of two blocking windows. Note: Per the Contract, (page 9-8 line 45) Christmas Eve and Christmas Day are combined as if one holiday for the purposes of SAP and the protected holiday provision. What that means in SAP is that touching one date is like touching the other date. See the Union MEC E-line on this topic for a detailed explanation.

Secondary Lines for December: The minimum is 70 hours and the maximum is 90 hours. The lines will open November 7th at 1800 and close November 12th at 1800. Any Secondary lineholder that wishes more Company time (to a max of 90) may use the Secondary Line Augmentation process which opens on November 14th and closes November 22nd or he/she may use the AIL.

Reserves December: The maximum for the bid month will be 90 hrs; therefore, a reserve may call out of time at 85:01.

The lines will open on November 16th at 1800 and close on November 22nd at 1800.

December Lines with Lead-in Pairings – PHL and CLT: Look at CLT Line FAI 5009 (FRA) has pairing 21003 carrying-over (transitioning) from the November bid month into December. Such pairing is owned by the originating crew in the November bid month; however, duty period 2 of pairing 21003 is also placed in December line 5009 as "artificial time" to create a legal line.

The flight attendants awarded line 5009 may come in with the published value (78:40) less the "artificial block time" (10:00). In this example, the recalculated value of 68:40 will be entered as an adjusted obligation in CATS. Or, the affected flight attendants could SAP up to a maximum of 90 hrs of Company time (including vacation time) to increase time. Any time SAP is used the increased post SAP line value would be the new obligation for such month. Additionally, the AIL may be used to increase flying time up to a maximum 90 hrs of Company time. When using the AIL this action increases flying time (projection) but does not adjusted the obligation of 68+40. Note: Use the above methodology to determine the new obligation for the bid month for all other lines with a lead in pairing.

Remember, each time a line lead-in pairing is utilized to bring up the value of a line you may utilize the provisions on page 9-28 line 24 of the Contract. Additionally, the Company and AFA concur that the protection associated with carry over trips, on 9-28 line 39, will also apply to a flight attendant that is automatically removed from a pairing in the new month because of a legality related to flying his/her last trip(s) of the old month.

Weekend Touch – Line Lead-in Pairings: Whenever a line lead-in (artificial block time) spans a Saturday or/and Sunday such affected flight attendants are NOT required to “touch” for a restricted weekend.
