Dear Members,

Some questions arose recently regarding trip processing and its relationship to OPR duty. To ensure that the correct information was made available to Reserves from all bases the Union and Scheduling decided to start putting out scheduling clarifications via CBS as well as on the AFA MEC E-line. The following are two questions brought to AFA representatives by reserves and the answers that apply:

OPR Questions and Answers

(1) Scenario: Staffing is "Adequate" - Reserve is available for three days plus legal for at least eighteen hours.

Question: Future Scheduling calls me with a four day trip and OPR can I ROC?

Answer: Yes you may ROC because there is still "a trip" available to you. The Contract language states the following: If, after all pairings have been awarded/assigned to reserves, there remains an OPR assignment(s) which has not been selected, OPR duty will be assigned by the Company to the next reserve(s) on the list in time accrued order. If there are more than one OPR assignments that check in at different times, the reserve will be able to select the assignment he/she prefers. No reserve may be involuntarily assigned to OPR duty more than two (2) times in a month, unless all available reserves at the domicile have been assigned two (2) times.

(2) Scenario: OPR A.M. shifts in CLT have four Reserves from 06:00 - 10:00 and four Reserves from 08:00 - 12:00. By 08:00 when the second OPR shift comes on duty there is only one Reserve sitting OPR left from the earlier shift.

Question: I have been sitting OPR since 06:00 and I am "junior" to one of the Reserve in the 08:00 to 12:00 shift. A trip came open at 08:30; therefore, do I have priority to such trip assignment because I am from the earlier shift?

Answer: No, you do not have priority to such trip assignment because have been there longer. The offering of trips amongst all OPR's is seniority based. The Contract states the following: All pairings will be offered on the basis of domicile seniority among the OPR's. Offered pairings may be passed down to the next most senior reserve on OPR. Once such pairing is passed by all OPR's, it will then be assigned in inverse order of seniority to the most junior OPR who is available for the entire pairing.
