CHANGE TO RESERVE USE OF THE ETB

After the Company was forced to implement the 24/7 rule for Reserve on call/duty the Union approached the Company with numerous requests to change all or parts of the Reserve System.

One of the changes sought by the Union was a change to section 9.D.3.c. which stipulates the following:

Reserves must allow a minimum of ten (10:00) hours rest between the latest time the reserve could be scheduled to be released in domicile and the scheduled report of the ETB requested pairing.

During rather heated debates between the Company and Union officials, including MEC Reserve Chair, Sherri Baker, the Company remained adamant about not relaxing the ten (10) hour requirement. After several days of meetings the Company was only willing to agree to lower the Secondary Line floor to seventy (70) hours and lower the ETB floor to forty (40) hours. Sherri Baker had also questioned the Company repeatedly about the ten (10) hour requirement during the implementation phase of the ETB.

The Company is extremely reluctant to negotiate any changes to our contract outside of single agreement negotiations. The Company believes that making positive changes to our contract outside of single agreement negotiations weakens their bargaining position.

This March, Council 70 (PHL) officers, asked me to revisit the issue with the Company citing an inconsistency with the language regarding ETB use for lineholders (9:45 required rest period before an ETB trip).

After months of back and forth followed by inaction the Company has agreed to modify the current language to reflect the following:

Reserves must allow a minimum of nine hours and forty-five (9:45) hours rest between the latest time the reserve could be scheduled to be released in domicile and the scheduled report of the ETB requested pairing.

The change will be effective with the December Bid month meaning it will be in effect upon the opening of the December ETB on November 22, 2007 with ETB processing commencing the following morning.

This change will mean that Reserves can pick up ETB trips with a report time beginning at 0945.

The agreement from the Company is copied below:

In an effort to add greater flexibility and consistency for Reserves using
ETB, the following language is being modified on an interim basis. This
change will remain in effect indefinitely provided the success of such
change. The new provision will commence with the December 2007 bid
month.

Current Language:

Section 9.D.3.c.

"Reserves must allow a minimum of ten (10:00) hours rest between the
latest time the reserve could be scheduled to be released in domicile and
the scheduled report of the ETB requested pairing."


New Language:

Section 9.D.3.c.

"Reserve must allow a minimum of nine hours and forty-five minutes
(9:45) between the latest time the reserve could be scheduled to be
released in domicile and the scheduled report of the ETB requested
pairing."


The first paragraph refers to the language being modified for an interim period and will continue indefinitely provided the "success" of such change. As you know we are in single agreement negotiations and as such may have different scheduling systems and rules once a single agreement is reached and ratified. The Company will not be able to unilaterally change this modification during the time our current agreement remains in effect.

CABIN CLEANING DUTIES

Section 30.E.2 of the Contract provides for the following:

Such cabin cleaning duties shall be defined as, and limited to, the following: collecting papers and refuse in the cabin of the aircraft; crossing seatbelts; stowing pillows and blankets in the overhead compartments; removing visible items from the seatback pockets; and collecting and stowing magazines as applicable. A flight attendant will not be required to perform such cabin cleaning duties after the conclusion of his/her duty day.

The last sentence of the paragraph at times seems to cause problems. The literal meaning is that upon completion of a Flight Attendant's duty day, 15 minutes after block in (domestic) or 30 minutes (international), Flight Attendants are not required to clean the cabin. During the 15 or 30 minute debrief period Flight Attendants are required to perform the aforementioned cabin cleaning duties.

ADDITIONAL RECIPROCAL CABIN JUMPSEAT AGREEMENTS


The Company has secured Reciprocal Cabin Jumpseat Agreements with two additional carriers- Spirit Airlines and Atlantic Southeast Airlines (ASA). This brings the number of carriers with Reciprocal Cabin Jumpseat Agreements to six adding to the existing agreements with Delta, JetBlue, Frontier, Southwest and Frontier. Some of the agreements require different listing procedures so please review the procedures for each carrier and also please remember the following:

  • All carriers are offering cabin seats on a FIRST COME/FIRST SERVE basis.
  • Only MAINLINE US AIRWAYS FLIGHT ATTENDANTS on our system seniority list or trainees are permitted to occupy the cabin jumpseat.
