Dear Members,
PHL TEMPORARY OFFICER POSITIONS
Council 70 President Laura Albert, Vice President Terry Graff and Secretary
Mariellen Horgan have tendered their resignations effective December 1, 2006,
The AFA Constitution and Bylaws require that temporary officers be appointed by
the MEC until membership nomination and election of permanent officers can take
place. Nomination and election of officers to fill the balance of the current
officers' terms will take place during the first quarter of 2007. The current
officers' terms will expire June 30, 2008. The specific C & B reference is cited
below:
ART 111.C.5. f. In the event a Local Council has no elected Officers:
(1) The Master Executive Council shall appoint a Temporary Local Council
President, Vice President and Secretary until nominations and elections can be
conducted in accordance with Article VIII.C.1. and 2. This nomination and
election process should begin ninety (90) days after the commencement of such
appointments.
(2) The Temporary Council Officers will have all the jurisdiction and
duties as provided in Article III.C.3. and E.1. and all the rights and
privileges of elected Officers, however, they may not vote as a representative
in an election and recall of Officers except as provided in subparagraph (3)
below, and in Article VII.F.
(3) The Temporary Local Council Officers will have the same privileges
with respect to the nomination and election of permanent Local Council
Officers as all other eligible members on that airline, and shall serve until
permanent Officers have been elected.
The Master Executive Council will convene on November 29, 2006 to appoint
temporary officers pursuant to the C & B. For clarification, the Master
Executive Council is comprised of the Local Presidents from each Council (base)
Ms. Albert will recuse herself from the appointment process. The temporary
officers will assume their positions on Dec 1, 2006. MEC Vice President, Buddy
Brannon, will assist the temporary officers as they transition into office. AFA
International will provide the services of one International Staff
Representative (ISR) to further facilitate the transition.
