PIT DISPLACEMENT AWARDS

The PIT displacement awards are available on the hub at:

http://thehub.usairways.com/divisions/operations/inflight/PDF/2007/
publications_PITDisplacementAwards_Nov2007.pdf

The awards listed on the hub include both active and inactive Flight Attendants.

Below is the breakdown of active PIT Flight Attendant displacements by month and base:

  JANUARY FEBRUARY MARCH
PIT- PHL 12 128 71
PIT - CLT 8 41 35
PIT – DCA 0 10 3
PIT – LGA 0 1 0
PIT – BOS 0 0 0

The closure of the PIT domicile has a lot of moving parts associated with it. The majority of PIT flying will move to CLT and DCA beginning in January. The Separation Package bid will not close until December 12 with release dates for those awarded a Separation Package beginning in March. In an effort to limit further displacements, it is anticipated that VPLOA and TDY will be used to balance domicile staffing in the coming months. More information will be forthcoming as it becomes available.

January 2008 Primary Lines of Flying

January 2008 Primary Lines of Flying: The Director of Crew Scheduling, Mike Finn set the maximums in ALL bases at 90 hrs of Company time for the month of January. The blocking objective was a flight attendant window of 75-90 hrs. However, the way the pilot lines are built (separately constructed by aircraft type) some lines were beneath the minimum window and some over maximum.  AFA agreed to publish such lines to give more flight attendants primary blocks.  The pilot’s scheduling committee and the computer built the primary lines as follows:

CLT  A319  75-90

PHL A319 75-90 PHL 76M  70-85 CLT    733   75-90 PHL    733   75-90
PIT    733  70-85 CLT  76 D 75-90 PHL E90  70-85 PIT   A319   70-85 CLT    21M   70-85
PHL   FAI (INT) 70-85 DCA A319 75-90 CLT  33F(INT) 80-95 PHL  33F (INT) 70-85 DCA    733   75-90
CLT  76M  N/A PHL FAD   70-85 LGA    21M  NA CLT FLS (LODO) 70-85 PHL    21M  70-85
LGA A319    75-90 CLT  32J(LODO) 70-85 PHL 32J (LODO) 70-85 BOS  A319 75-90 PHL FLS (LODO) 70-85

Lines Less 75: Flight attendants awarded a line for less than 75:00 can come in with such value. Or, the affected flight attendants could SAP upward to 90 hrs of Company time (including vacation time) to increase his/her flying time for the month.  When SAP is utilized the increased post SAP line value would be his/her new obligation including vacation time.

Lines Over 90:  Flight attendants awarded lines over 90 can come in with between 85 - 90 hrs, not to include ETB time.  Such affected flight attendants may call Crew Scheduling and drop a trip to downward project his/her block or drop via SAP.  Further, the AIL may be used to get to between 85-90 hrs.  On a non precedent-setting basis an over-fly letter will not apply to a flight attendant that flies his/her awarded line which exceeds 90 hrs if he/she make no changes to such line.

January SAP: Group 1 (PIT, PHL, and BOS) opens Nov. 23rd at 1800 and closes Nov. 29th at 1800.  Group 2 (CLT, DCA, and LGA) opens Nov. 23rd at 1800 and closes Nov.30th at 1800.  The SAP non-high option window is MAX of 90 and MIN of 60.  The SAP window has been expanded to allow for the oddity of the extra blocking windows.

Secondary Lines for January: The Construction Blocking minimum will be 70 hrs.  The minimum has been lower to 70 hours to help create more lines.  The Secondary lines will open Dec. 7th at 1800 and close Dec. 12th at 1800.  Any Secondary lineholder that wishes more Company time (to a max of 90) may use the Secondary Line Augmentation process which opens on Dec. 14th and closes Dec. 20tht or he/she may use the AIL.

Reserves January: The maximum for the bid month will be 90 hrs; therefore, a reserve may call out of time at 85:01.

January IT Lines With Line Lead-in Pairings – PHL Only:  Look at 33F Line 2918 (MAN) you will see pairing 92014 carrying-over (transitioning) from the December bid month into the January.  Such pairing is owned by the originating crew in the December bid month; however, duty period 2 of pairing 92014 is also placed in January’s line 2918 as “artificial time” to create a legal line. Remember, line 2918 has a published value of 75+00 but when the “artificial block time” of 8+05 (dp2 of 92014) is subtracted the recalculated value of the line will be 66+55.

The flight attendants that are awarded this line may come in with the published time less the "artificial block time".   In this example, the recalculated value of 66+55 will be entered as an adjusted obligation in CATS.  Or, the affected flight attendants could SAP upward to 90 hrs of Company time (including vacation time) to increase his/her flying time.  Any time SAP is utilized the increased post SAP line value would be his/her new obligation for January.

Additionally, the AIL may be used to increase the flying time up to a maximum 90 hrs of Company.  However, in the case of using the AIL this action increases your flying time (projection) but does not adjusted the obligation of 66+55.

Other IT lines with a line lead-in are 2920, 5309, 5318, 5324 and 5335.  Whenever a line lead-in is utilized to bring up the value of a line the provisions on page 9-28 line 24 of the Contract applies.  Further, whenever a line lead-in (artificial block time) spans a Saturday or/and Sunday such affected flight attendants are NOT required to “touch” for a restricted weekend.

Thank you,

Mike Flores, President
