January 2009 Primary Lines: The Director of Crew Scheduling, Mike Finn, set the maximums in ALL bases at 90 hrs of Company time. The blocking objective was a flight attendant window of 75-90 hrs. The way the pilot lines are built (separately constructed by aircraft type) some lines were beneath the minimum window.  AFA agreed to publish such lines to give more flight attendants primary blocks as follows:

Lines Less 75: Flight attendants awarded a line for less than 75:00 can come in with such value. Or, the affected flight attendants could SAP upward to 90 hrs of Company time (including vacation time) to increase his/her flying time for the month.  When SAP is utilized the increased post SAP line value would be his/her new obligation including vacation time.

Additionally, the AIL may be used to increase flying time up to a maximum 90 hrs of Company time.  When using the AIL this action increases flying time (projection) but does not adjusted the obligation

January SAP: Group 1 (PHL, and BOS) opens November 24th at 1800 and closes November 30th at 1800.  Group 2 (CLT, DCA, and LGA) opens November 24th at 1800 and closes December 1st at 1800.  The SAP non-high option window is MAX of 90 and MIN of 60. 

Secondary Lines for January: The minimum has been lower to 70 hours to create more lines.  The lines will open December 8th at 1800 and close December 13th at 1800.  Any Secondary lineholder that wishes more Company time (to a max of 90) may use the Secondary Line Augmentation process which opens on December 15th  and closes December 22nd or he/she may use the AIL.

Reserves January: The maximum for the bid month will be 90 hrs; therefore, a reserve may call out of time at 85:01.

January Lines with Lead-in Pairings – PHL Only: FAI 5317 (AMS) has pairing 54023 carrying-over (transitioning) from the December bid month into January.  Such pairing is owned by the originating crew in the December bid month; however, duty period 2 of pairing 54023 is also placed in January line 5317 as “artificial time” to create a legal line.

The flight attendants awarded line 5317 may come in with the published value (75+00) less the “artificial block time” (8+50).   In this example, the recalculated value of 66+10 will be entered as an adjusted obligation in CATS.  Or, the affected flight attendants could SAP up to a maximum of 90 hrs of Company time (including vacation time) to increase time.  Any time SAP is used the increased post SAP line value would be the new obligation for such month.  Additionally, the AIL may be used to increase flying time up to a maximum 90 hrs of Company time.  When using the AIL this action increases flying time (projection) but does not adjusted the obligation of 66+10  Note: Other IT lines with a line lead-in are 33F 2901, 2903,  2904, 2913, 2915, and 2925  plus FAI lines 5303, 5304, 5306, 5308, 5315, 5316, and  5322. Use the above methodology to determine the new obligation for the bid month.

Remember, each time a line lead-in pairing is utilized to bring up the value of a line you may utilize the provisions on page 9-28 line 24 of the Contract. Additionally, the Company and AFA concur that the protection associated with carry over trips, on 9-28 line 39, will also apply to a flight attendant that is automatically removed from a pairing in the new month because of a legality related to flying his/her last trip(s) of the old month.

Weekend Touch – Line Lead-in Pairings: Whenever a line lead-in (artificial block time) spans a Saturday or/and Sunday such affected flight attendants are NOT required to “touch” for a restricted weekend.
