Florida’s Health Coverage Tax Credit (HCTC) Program

ATTENTION US AIRWAYS RETIREES!!!

Florida’s HCTC Program can reimburse 65 percent of your eligible health care premium amount if you meet the following definition of a PBGC recipient, and are enrolled in a qualified health insurance plan:

Pension Benefit Guaranty Corporation (PBGC) Recipients: Individuals who are between 55-65 years of ages, receiving pension benefits from PBGC, and not entitled to Medicare Part A. Also, individuals who are at least 55 years of age and receive PBGC benefits as a survivor, a beneficiary, or an alternate payee under a qualified domestic relations order.

The eligible premium amount covers major medical plans for you and qualifying family members.

Qualified health insurance plans for the State of Florida are:
  • COBRA: Any continuation coverage that the eligible individual has under the federal Consolidated Omnibus Budget and Reconciliation Act of 1985.
  • MINI COBRA: A state-based, continuation coverage plan that offers benefits similar to the federal COBRA program to individuals in groups of less than 20 employees.
  • INDIVIDUAL INSURANCE: Coverage under individual health insurance if the eligible individual was covered under the insurance plan during the entire 30-day period prior to separation from the employment that qualifies the person as a trade-affected worker or PBGC recipient.
  • STATE ARRANGEMENT: Group health plan coverage through an arrangement between the Florida Agency for Workforce Innovation and Blue Cross and Blue Shield of Florida that was specifically designed for Florida-eligible HCTC recipients. For information on insurance available through Blue Cross and Blue Shield of Florida, please call the customer service unit at 1 (800) 839-8631.

All eligible Florida’s HCTC participants must pay 100 percent of their monthly health insurance premium payments and the Agency for Workforce Innovation will reimburse the participants 65 percent of the eligible premium (excluding vision and dental coverage) after verifying that coverage meets the required conditions.

The Internal Revenue Service (IRS) administers the Federal HCTC Program. The supplemental payments from the State will be available during the time period necessary for the IRS to process your application for the federal, advanced-payment HCTC Program. You must register for both the Florida and the Federal HCTC Programs. To apply for the Federal HCTC Program, please call 1 (866) 628-4282, or visit their website at http://www.irs.gov (IRS
