Reserve ETB Processing

The Company and AFA entered into discussions concerning the use of the Electronic Trade Board and have agreed on a trial basis for Reserve flight attendants to pick up trips on all days off without being released into such days off. The same parameters as outlined in the Flight Attendant Agreement will still apply. This change in procedure will be effective immediately.

When a reserve who has an ETB trip on an OFF, INV or VAC day is first contacted and all trips offered by Crew Scheduling conflict with such OFF, INV or VAC day, he/she will have the same options available to him/her as if he/she did not have such ETB trip (except he/she can not create a conflict with an ETB trip) and he/she was being contacted on AVL days in advance of an INV day and coverage is adequate. (This would be in the "1st Step, Overlap Conflict Due to OFF/INV/VAC ETB Trip on the chart below.) Those options are:

If the only available trips at the time the reserve is contacted conflict with inviolable days and coverage is adequate, the Company will offer the following options to the reserve in the order listed. If the reserve declines to select from the options offered, the Company will required the reserve to remain on call.

  • Release early into days off with Company consent;
  • Remain on call with Company consent;
  • Select a trip to split in domicile or in a domicile in the same time zone in the continental United States as the reserve's domicile, or,
  • Select a trip to split at any station.

What this means is that the Company will treat all reserves who have ETB trips on OFF, INV, or VAC days in the same manner when the Company "goes down the LTO list" the first time each day. All such reserves will be treated as if the conflict is due to an INV day.

TRIP COVERAGE PROCESS -- OVERLAP CONFLICT DUE TO OFF/INV/VAC WITH ETB TRIP

EXAMPLE: 4-day open trip originating on 6/1

1-Jun AVL
2-Jun AVL
3-Jun OFF ETB
4-Jun OFF ETB
5-Jun OFF ETB

1st STEP:

Process according to adequate coverage for OFF or INV/VAC days. A flight attendant with an ETB trip on an OFF day(s) will be treated as if it were on an INV day.

2ND STEP (inadequate staffing):

Assign into OFF day(s) to flight attendant without an ETB trip. F/A with ETB trip will be bypassed.

3rd STEP:

Split for lineholder (AIB)

4th STEP:

Split LTO trip for INV/VAC and for flight attendant with ETB trip. A flt att. with an ETB trip on an OFF/INV/VAC day(s) will be treated as if it were on an INV day.

5th STEP:

Offer to out of base reserves

6th STEP:

Assign complete LTO trip to any flight attendant with ETB trip on OFF day(s) and split/drop ETB trip with Company consent (*See Note*)

7th STEP:

Co-fly

8th STEP:

Assign non-working lineholders in inverse seniority
TRIP COVERAGE PROCESS -- LEGALITY CONFLICT DUE TO OFF/INV/VAC WITH ETB TRIP

EXAMPLE: 4-day open trip originating on 6/1

1-Jun AVL
2-Jun AVL
3-Jun AVL
4-Jun AVL
5-Jun ETB
6-Jun ETB
7-Jun ETB

Flight attendant obligated to fly LTO trip and may either split or drop ETB trip with Company consent. A flight attendant with an ETB trip on an OFF day(s) will be treated as if it were on an INV day for split purposes. (*See Note*)

*NOTE Pay protection is not applicable if a trip awarded via the ETB has to be split or dropped as a result of a legality or overlap conflict with an LTO trip.
This is a different process than how a reserve who does not have an ETB trip will be processed in the event that all trips available conflict with OFF days (not INV or VAC days). Those reserves will be processed in accordance to the Conway decision that was rendered in 2003. The options available to those reserves, depending on whether coverage is adequate or inadequate, are listed below:

If the only trips available at the time the reserve is contacted conflict with non-inviolable days and reserve coverage is adequate, the Company will offer the following options to the reserve in the order listed. If the reserve declines to select from the options offered, the Company may require the reserve to remain on call.
  • Give up all or a portion of the non-inviolable days off to complete the trip in which case such days will not be restored;
  • Release early into non-inviolable days with Company consent;
  • Remain on call with Company consent;
  • Select a trip to split in domicile;
  • If no trips are available that can be split in domicile, then with Company consent, select a trip to split in a domicile that operates in the same time zone as the reserve's domicile in the continental United States, or,
  • If no trip is available that can be split in a domicile that operates in the same time zone as the reserve's domicile in the continental United States, then with Company consent select a trip to split in any station in the continental United States or Canada.

If the only trips available at the time the reserve is contacted conflict with non-inviolable days off and reserve coverage is inadequate, the Company may require the reserve to fly into such off days. If this occurs, the Company must restore those non-inviolable days as follows:

  • Days will be moved to the end of the affected period or if not practicable, moved to another period of off days in the same month;
  • With mutual consent, move such off days to create an additional period of off days within the same month provided that such additional period of off days is not adjacent to an existing period of off days;
  • With the reserve flight attendant's consent, move the non-inviolable off days to another period of off days in the subsequent calendar month.
