VOLUNTARY FURLOUGHS
As reported earlier in an Eline dated July 18, 2008,
both the East three month (September-November) and eight month (September-April)
Voluntary Furlough (VF) programs were oversubscribed. The Company decided to
reexamine staffing models in an effort to accommodate as many VF bidders as
possible and that has led to a Company delay in the posting of the awards. The
awards were to have been posted today. The awards will be available on the hub
tomorrow. The US Airways MEC website is not a secured website and, therefore,
out of respect for our members privacy, the awards will not be available on our
website.
The Company has decided to increase the number of three month VF awards from 50
to 100. The eight month VF awards will remain at 100.
September primary lines close on Wednesday July 23, 2008 at 1800. If you have
bid for a VF, and are unable to access the hub tomorrow to determine if you have
been awarded a VF, please bid for a September primary line. If you are awarded a
VF your bid will be cancelled and you will be awarded a Pay Purposes Only Line (PPO)
for September. If you were not awarded a VF, your primary line bid will be
awarded in seniority order.
The Union would have preferred the Company post the awards today, as announced,
but the late posting is clearly the result of the Company. I realize the Company
has tried to accommodate all bids, but the late posting has left many of our
members in limbo today.
The next step is for the Company to determine the net effect of the VF awards on
individual base staffing levels.
Prior to any displacements, the Company will have to post a transfer bid to
balance the base staffing levels. After the transfer posting and award, the
Union will push for TDY bids to offset displacements. The Company has already
stated staffing levels will be increased to current levels in the spring of
2009, so therefore it is the Union's position that displacements are not
necessary.
Additional information regarding the VF programs, in addition to the initial
information will be disseminated this week.
Although a reduction in personnel is never a good thing, the fact that no one
will be involuntarily furloughed is a relief.
