Dear Members,

TRAINING REGISTRATION MODIFICATION

In an effort to resolve several problems associated with training registration, 24/7 FARs and rest requirements as they pertain to training, the Company and AFA have agreed to test a new procedure for training registration. Listed below are some of the highlights contained in the modification. The complete Training Registration Modification Document is included in this Eline and is also available on the hub at:

Highlights -

  • The modification will allow Secondary Lineholders to register for Recurrent Training until 1700 on the day following Secondary Lineholder award posting.
  • The modification will allow Reserves to register for Recurrent Training until 1700 on the day following the Reserve line award posting.
  • All Flight Attendants can still continue to register for training two months prior to his/her base month if desired. Lineholder Flight Attendants who fail to register prior to SAP opening will be assigned training prior to SAP closing. (We are addressing this in the single agreement negotiations)
  • At the Flight Attendants option training may be scheduled after 6 days of flying, on call or combination of the two.
  • A Flight Attendant may not schedule or be assigned training on the day immediately preceding 6 days of flying, on call or combination of the two.
  • To resolve 24/7 conflicts Flight Attendants will first try to resolve the conflict by rescheduling training. If that is not possible, Flight Attendants must contact Crew Scheduling to resolve the conflict.
  • 10+15 rest is required following training or arrival back in domicile following training. In the past, Crew Scheduling used the end time of training, rather than the arrival of the deadhead back in domicile, as the starting point for the 10+15 rest period. The modification will rectify this problem. Until an automated process is established, Flight Attendants need to call scheduling and notify the scheduler of the time of arrival in domicile in order to establish the requirement 10+15 rest period.

**note 24/7 FAR requirements and the 10+15 rest requirement apply to both Recurrent and non-Recurrent training.

Training Registration Modification

At the AFA's request, and in response to the newly implemented changes to ensure compliance with FAR 121.467 (b)(13) - 24 hour rest in a seven-day period, the Company and the AFA have agreed to test a modified procedure for training registration effective with the January 2007 training bid month. The modification is being provided to allow the secondary lineholder and reserve flight attendant a larger bidding window. The larger window will allow the flight attendant the ability to review his/her line award prior to scheduling training.

Important points to remember for both Lineholders and Reserves:

Training materials will continue to be available in the domiciles starting one month prior to the base month. It is important that these materials are picked up as soon as possible to allow ample time to complete the home study portion of the training. Materials will be available for pick up in your base no sooner than one month prior to your recurrent base month.

If actual flight duty precedes or follows training, the following applies:
In accordance with 21.G.4. of the Collective Bargaining Agreement, a flight attendant cannot fly and/or be in training for more than six (6) consecutive days unless the six (6) consecutive day period either contains or is followed by a consecutive twenty-four hours (24:00) free from all duty. Such twenty-four hours (24:00) shall be actual hours and shall be calculated from the time of check-out to check-in. A flight attendant may choose to waive this contractual language to attend training on day seven. A Flight Attendant can not waive this provision to schedule training preceding 6 days of flying, on call or a combination of the two.

At the flight attendant's option, training may be scheduled immediately following 6 days of flying, duty, and/or training. This will result in a 7 day period; however, it will not violate the aforementioned FAR.

Training may not be scheduled one day prior to 6 days of flying, duty, and/or training. This would be a 7 day period that violates the aforementioned FAR.

If the flight attendant selects training or adjusts his/her flying via augmentation, SAP, or ETB or is assigned training that results in a period of 7 days of combined flying, Reserve Duty, and/or training (and training is not on the 7th day), the flight attendant must call training registration to resolve the conflict. If no additional training days are available, the flight attendant must contact Scheduling to resolve the FAR legality violation.

In accordance with 21.G.1. of the Collective Bargaining Agreement, at his/her option, a flight attendant attending training will not be required to fly a trip on the day following such training if he/she has not received a rest period of ten hours and fifteen minutes (10:15) from the time training ends or arrival of the deadhead flight back to his/her domicile (if out domicile training), whichever is later, until the scheduled departure of the trip on the day following training. A flight attendant wanting to request his/her rest in accordance with this language will need to contact Scheduling. Until an automated process is implemented, a Flight Attendant must contact Scheduling upon arrival back in domicile to establish the 10:15 rest period.

No Change:

  • All flight attendants may continue to register for training starting two months prior to his/her base month.
  • Primary Lineholders who fail to register for training prior to the commencement of SAP, will be assigned training during the SAP window.
  • Section 21.D.3, Trips/Training Conflicts language will still apply.

Training Procedural Change

  • Secondary lineholders may continue to register for training until 1700 on the day following the secondary lineholders award posting.
  • Reserve flight attendants may continue to register for training until 1700 on the day following the reserve line award posting.
  • Two days after the posting of the reserve lines/secondary lines, Training Registration will assign training for the following month.
  • This will allow the secondary lineholder and the reserve a longer bid period for registration and an opportunity to review his/her line award and bid his/her training accordingly.
  • DUE TO THIS CHANGE, SECONDARY LINEHOLDERS and RESERVE FLIGHT ATTENDANTS WILL ONLY HAVE A SHORT ADVANCE NOTICE OF THEIR SCHEDULED TRAINING. IT IS IMPERATIVE THAT THE RESERVES AND LINEHOLDERS PLAN ACCORDINGLY.
