Reserves: Just a few reminders as we approach the busy Holiday season.
OPR
Section 11-16 5 states:
A reserve assigned OPR duty shall be released from airport standby no later than
four (4:00) hours from the time he/she reports for duty. An OPR who does not
receive flight duty shall be released to begin his/her uninterrupted domicile
rest.
This means that OPR is four (4:00) hours. There is no debrief. If your OPR
begins at 0500 it ends at 0900. This OPR assignment does not end at 0845 or
0915. If scheduling contacts you when your OPR is over, using this example,
0915, you are under no obligation to answer your phone. If scheduling contacts
you at 0845 you are obligated to answer the phone because there are 15 minutes
left to your OPR assignment. Once your rest following the OPR period has ended,
you can be contacted by scheduling to be assigned a pairing from daily or future
scheduling.
FAS cannot assign boarding duty to a F/A if it goes past their scheduled OPR
time. Example-If you have 1400-1800 OPR, and
scheduling wants to assign boarding duty for a flight that departs at 1815, you
do not have to accept the assignment.
Also, if a F/A on OPR is assigned a trip, the trip must depart within 6 hours of
the time OPR began. Scheduling must remove the F/A from the trip if it exceeds
the 6 hours. Remember, the 14-hour duty day rule still applies with OPR.
PAY
OPR can never pay less than 3+30. OPR pay is calculated is such a way that on
some occasions CATS would read the pay as a lesser amount. For example:
OPR SHIFT 1530-1930
An OPR is assigned an out and back CLT-RDU-CLT departing at 1600.
Flight 1234 CLT-RDU has a scheduled flight time of 00:52
Return Flight 1235 departs RDU at 1725 and has a scheduled flight time of 00:53
CATS would read the pay for the day as follows:
If this happens to you check to make sure you have been credited with the
correct pay of 3+30. If you have not, file a claim for the difference.
NFL day trip splits
A flight attendant is entitled to split a trip for an NFL day. Crew scheduling
will follow the same provisions as if it were an INV day. (reference contract
11-8) If you feel that the scheduler is not complying with a trip split request,
the f/a should ask to speak with a shift supervisor before getting off the phone
so the situation can be taken care of at that time and the trip request can be
awarded properly.
Reserves and Training
Sherri Baker, MEC RSV Chair, has discussed with the MEC the problem that
reserves experience when selecting a recurrent training date vs. being assigned
a training date. If a reserve is assigned a recurrent training date which falls
on an INV/OFF day, they have successfully had that INV/OFF day restored. When a
reserve selects a training date prior to knowing his/her reserve schedule and
the INV/OFF falls on that training date, the INV/OFF was not being restored. The
only option available to the reserve which would preserve their 11 Scheduled
Days Free of Duty - per 11-1 1. in the contract, was to have the training date
rescheduled. This is frustrating for the reserve, who then has difficulty
finding another training date that fits their schedule.
The MEC President spoke to Labor Relations about the problem and they agreed not
only that there had been a discussion about the day-off issue before, but that
the company had agreed with the AFA position that reserves must have their
contractual days off. They both believed that the solution for a reserve having
training on a day-off was that the reserve would first attempt to reschedule
training and, if unable to do so, Crew Scheduling would restore a day-off.
