FLIGHT ATTENDANTS IN RESERVE STATUS SUBMITTING A BID AND BEING
AWARDED A SYSTEM BID CHARTER(S) (SBC) / PURSUANT TO THE LANGUAGE
SEC 15 ..2 days prior to the operation of the SBC.
This issue first came to light from a BOS Reserve flight
attendant awarded a SBC - reassigned a LTO pairing creating an
illegality - removed from the SBC - assigned another LTO pairing
of higher value same day SBC operated negating any claim due -
The MEC /LEC BOS Reserve Chair, contacted the Scheduling Manager
and then the LECP BOS/69 - who spoke to the Scheduling Manager
-subsequently scheduling a MEC conference call for July 24, 2009
seconded by C 89/CLT. The MEC voted 4/Yes 1/abstention on the
issue of a flight attendant in reserve status having the ability
to bid and be awarded a system bid charter. At the direction of
the MEC, the MECP brought this issue to Labor Relations and in
conjunction w/AFA and Scheduling a process was developed to
handle any conflicts with a SBC award.
Flight attendants in reserve status may bid and be awarded a
system bid charter (SBC) on an AVL day. It is further
recommended that flight attendants in line holder or reserve
status re- review SEC 15 Charters -
A system bid charter is company time. 1-800-327-0117 / # 2
/#3/#1 for details/#2 to place a bid
The following process will apply:
(1) System Bid Charters will be awarded by System Seniority -
regardless of line holder or Reserve Status - (There is no
System LTO as a flight attendant holding a secondary line in one
base may be more junior to the flight attendant on reserve
status in another - if LTO were to apply, the award would go to
the more junior flight attendant holding the secondary line -
thus usurping seniority)
(2) A System Bid Charter awarded to a Reserve will be considered
company time and such time will be pay and credit and included
in the Reserve(s) LTO
(3) Crew Scheduling will mirror the process on the ETB flow
Chart dated August 18, 2005 (Guide to Implementation, Revision #
5 Reserve ETB Processing) (To offer further clarification SBC (
System Bid Charter) has been added to the flow chart) - Please

Please note some differences:
A flight attendant in reserve status bidding and being awarded a
SBC (2/days in advance) does not have the option to be released
from their originally awarded reserve line. The language in SEC
15 F. applies to primary line, SAP or secondary line.
There is no restriction on how many times a flight attendant in
reserve status can place a bid or be awarded a SBC in a month.
Legalities must be followed.
It does not matter when a SBC departs or arrives the bid/award
is still open to a flight attendant in reserve status.
SEC 9 G 3. Illegal Through No Fault After the Time of Award -
(1) (a)..reserve awarded a pairing via the ETB on non-inviolable
(OFF) days and subsequently awarded/assigned a pairing by Crew
Scheduling on AVL days prior to such ETB trip will not be
afforded pay protection. - THIS LANGUAGE WILL NOT APPLY AS THE
SBC IS COMPANY TIME - PAY PROTECTION WILL APPLY if the flight
attendant in reserve status is removed from the SBC due to a
subsequent assignment /assignment creating an illegality. If
assigned a LTO pairing of lesser value, a claim may be submitted
for the difference in pay.
