IMPORTANT RESERVE ISSUE CONFERENCE CALL ADJOURNED WITH OUT DISCUSSION BY C41 AND C70 ON A ROLL CALL VOTE
 
What? Are Reserves just chop liver?
 
A MEC Conference call was called by Council 69, seconded by Council 89 in advance pursuant to the AFA Constitution and By-Laws for today, Friday, July 24, 2009 at 10:00 a.m. Agenda:
to discuss a very important reserve issue concerning bidding and awarding of a system bid charter and what may be a benefit for a reserve flight attendant.
 
The MEC President immediately changed the agenda to add an update on negotiations. The MEC President does not need a second to change the agenda. The call first went off the record to discuss negotiations.
 
The conference call went back on the record to begin discussing this reserve issue. So that clarification could be offered to a reserve flight attendant who is interested in placing such a bid and is awarded the bid it was necessary to have a discussion on the process. Documentation was supplied IN ADVANCE for all to review to prepare for this call. Recommendation of adding any additional issues was requested/suggested. Various questions were raised and supplied for review. Each Local President is absolutely responsible to know the contract language pertaining to an issue.
 
Please accept my apologies but C 69 has no explanation to offer as to why , Councils 41 and 70 felt this important reserve issue could wait until the next MEC conference call scheduled on August 3rd, 2009 and called for adjournment of the conference call prior to any discussion on this reserve matter. A system bid charter is scheduled for award on July 30th and departs on August 1st. AFA will have no say to how the award will be handled/processed should a reserve flight attendant have a standing bid. The MEC President was in agreement that the reserve issue should wait but never has a vote as he does not hold a LEC Officer position. A vote to adjourn was called - C 41/C70 in favor - C69/C89/C82 not in favor - C41 called for a roll call vote - the roll call was taken - C41 / C70 used all of their votes and they were successful in the roll call vote - the conference call was adjourned/ended.
 
C69 / C89 / C82 is not of the same opinion that just because it was a reserve issue it should be placed on the back burner or wait for a more convenient time - documentation was provided for review in advance, clarification was needed / discussion was needed now, not later. It is a stand alone issue and should not be placed among the other issues scheduled for the next MEC monthly conference call. One being discussion on the 35% subsidy for COBRA related to the VF flight attendants. In C69's opinion these actions were/are outrageous. Reserve flight attendants pay dues just like any other flight attendant.
 
Should you have any questions, please feel free to contact the local C69 office/mobile line - or if not a member of C69 your local council office. Any flight attendant may contact the MEC office Secretary Treasurer to request to review the minutes of this MEC conference call at the MEC Office once they have been reviewed and approved (pursuant to the Constitution & By-laws) by the MEC which will take place at the MEC Meeting on September 22/23/24, 2009 in CLT.

*Information/clarification on Conference Calls*
 
Conference calls - every MEC Conference call is charged to the MEC Budget not local budget - each local council participant is allowed 2:00 of FPL for their council to be charged to the MEC Budget. MEC Conference calls are part of doing the business of the union. Yes, other carriers have MEC Conference calls.
 
At the end of the fiscal year when a local council has monies left over in their respective budgets/monies from their local membership dues - a small portion is returned to the council to be applied to their next fiscal year's budget and the rest of the monies become part of the $10,000.00 returned and added towards the MEC Budget. If an MEC budget is over, the $10,000.00 is applied to any overage. A local council, particularly one who returns monies to the MEC budget, should not be chastised for calling an MEC conference call on an important issue. The issue is important not just to the council calling the meeting but to the entire membership therefore a FPL charge to the MEC budget not local budget.
 
C69 was able to work within the local budget allocation and had a balance at the end of fiscal 09 and a portion of this balance was returned and applied to the MEC Budget -
