Elections - Seniority Integration Committee / Scheduling Committee Representative

The MEC Meeting was held on June 14th through 16th in PIT. Two elections were held yielding one Scheduling Committee representative and two Seniority Integration Committee Representatives. The successful candidates were Sherri Baker (sbaker@afausairways.org), current BOS/Reserve Representative for the position of Scheduling Committee (Congratulations to Sherri). John Humphries (jhumphries@afausairways.org), current PHL LEC Grievance Chair and Marianne Moore (mmoore@afausairways.org), current MEC Legislative Chairperson were elected to be the Seniority Integration Committee Representatives.

Sherri will be assisting/working with Carol Austin/MEC Scheduling Chairperson and John and Marianne will begin the process of consolidating and checking the seniority of all USAirways Flight Attendants. Each Flight Attendant will receive documentation of their seniority and have an opportunity to be sure it is correct before the USAirways Representatives and America West Representatives work together to merge the list. The process completion date expected will be September 30th.

The MEC will meet again in PIT on July 7th to elect (1) Negotiator whose responsibility will be to work with America West's candidate to merge the language from both agreements. Applications may be obtained off the AFA Website www.afausairways.org (An online application is available HERE http://www.afausairways.org/mec/onlineapp.html) or mail your request to the mecoffice@afauairways.org The MEC President of the respective airlines shall be ex-officio members of this negotiating committee until a merger of the Master Executive Councils. Currently, America West is still in Section 6 negotiations.

Reserve Patterns

During discussions with Rob Fuhr/Director of Crew Scheduling and John Petronzi/Manager of Crew Scheduling, the issue of the high percentage of 2333/mix reserve patterns was approached and the affect it not only has on a reserve's opportunity to pick up a 3 / 4 day trip or even a 2 day off the ETB but it lessens the pool of Flight Attendants able to pick up these trips dropped by the line holder. John Petronzi advised that the reserve lines for July have already been completed and after a review of past BOS/reserve lines, he agreed to the needed change and the reserve lines for August will reflect a much lower percentage of a 2333/mix. 

Scheduling

Another scheduling topic addressed was, during a trip, if scheduling needs to reschedule one of the crew members on your trip, the opportunity to be rescheduled should be offered to the most senior among the Flight Attendants on that trip. Example: if the Flight Attendants are on a scheduled/published deadhead and one of the Flight Attendants on the working leg needs to be replaced, and if crew scheduling needs to reschedule one of the deadheading Flight Attendants and he/she is legal to do so, the offer of the reschedule must be to the most senior first. In this example, the Flight Attendant who accepts the reschedule will get 100/100 pay and credit for this deadhead. John Petronzi/Manager Crew Scheduling will remind Steve Holiday/Manager Systems of this procedure as in these cases systems handles the reschedule.

Please remember that all deadheads show 50%/ pay / no credit in Catcrew. If you believe the deadhead should be paid at 100/100, submit a PE80 claim along with an explanation. As in the case of a cancellation due to mechanical/weather or an illegality due to mechanical/weather and a crew on a 2/day must ron and deadhead between the same city pairs the next day. The deadhead would be paid at 100/100 and due to the extra duty period (2/day turning into a 3/day) the day would be worth 5 hours. Note: ALPA has different language, no need to debate the issue with the cockpit crew.

Please remember that a line holder cannot be used as a reserve and pilots cannot volunteer you for a reschedule. At the same token, pilots cannot volunteer a reserve to be rescheduled.

Please remember that crew substitution language did not go away. If another crew has flown a portion of your trip and Catcrew does not reflect the time, submit a PE80 claim for the difference.

Please remember when you drop a trip through scheduling you are really "back end trip improving" as you must touch one of the other days on the trip. Example: You go on the AIL to drop a 3/day trip, scheduling allows the drop, you are responsible to touch either the 2nd or 3rd day of the trip. If you wish to completely get rid of a trip, ask instead, prior to 12:00 to TWOP the trip. Should you want extra time for pay purposes, pick up time via the ETB as it would be up to scheduling to allow you to pick up time off the AIL over your new obligation.

  

PER day reduction/Reserves
There is currently a differing opinion on what charge should be applied when a reserve uses a PER day in a month that their guarantee is not broken. The company has advised that the following formula is applied: # of days AVL divided by 71:00 guarantee equals value of the day. This formula is taken from SEC 8-3/ 2000 Agreement and is applied to sick. Nothing regarding PER day reduction has ever been in writing since changed from taking the time from vacation and the reduction of time that has already been applied to reserves is not consistent with this formula. Even BOS/Inflight has not been advised of this formula. The MEC officer's position is the formula written in SEC 3-2/ 2000 Agreement. - Total # of days in the bid month x # of days on active status = Prorated Guarantee and should be applied. Discussions regarding reserve PER day reduction have taken place and we are currently waiting for written language from the company. Should it not be as stated by the MEC, a grievance must be filed. Reserves - save all pay sheets that reflect incorrect charges. Line holders who use a PER day are able to drop the trip, are not charged and cannot claim any time. Line holders are expected to make a reasonable effort to make up the time. Note: If a reserve does break their 71:00 guarantee no charge applies.

Contract Completion update

The Implementation Committee is in the final stages of compiling all of the contract language to send to the company for printing. Implementation was stalled several times due to scheduling (ETB) application issues with some of the language. We may finally have one book for all this language (2000/ Agreement / Concessionary Jul/Dec/ T/A) by the middle / end of August.

PLEASE take the time to review the Guide to Implementation of Provisions of the 2004 Agreement dated June 14th available on the AFA Web site and the HUB, especially Revision #5 Highlights: August Primary Lines of /Flying / August IT Lines of Flying (Lead-in Pairings - PHL ONLY) / High-Low Non Discipline Range / 40-50 Hour Window as a result of ETB or TWOP / TWOP Clarification. This Guide represents changes in language and offers examples to clearly understand these changes.

Fatigue Letters collected

The Fatigue Letters have been collected and personally delivered to Shane Larson/ AFA-CWA International. Thank you to all who took the time to provide your signature to the prepared letter. 
  

Retirement / Benefits booklet
The Retirement and Benefits booklet has been completed and will serve as a guideline for flight attendants. It has been provided to the company for review and printing. The MEC is requesting that this booklet take priority and if the company cannot finish the printing process in an expedited manner, all of the information will be available on the AFA Website for downloading prior to the company finishing printing.
